Description

The objective is to review ways CTE can implement policies and partnerships with the private sector and economic development agencies to ensure that CTE is a full partner in economic development and ensure programs have positive employment outcomes for the general as well as at risk populations. Local-regional -national-international economies and employment are impacted by multiple factors including aging populations, changing economies, changing technology, civil war, climate change, physical disasters, political instability, disease (i.e., COVID), migration, etc. The ability of CTE to react to these changes must be linked with economic development policy at all levels if it is to be effective. This requires continual evaluation of output, gross outcomes, net employment impact on CTE participants vs non-participants,The presentation highlights domestic/international examples of how CTE: (i) financing and evaluation can ensure economic and social rates of return under different economic and employment scenarios, (ii) Just-in-Time customized training can be linked to support business and economic development, (iii) can address physical disasters, (iv) civil conflicts, (v) complex political changes, (vi) broaden its approach to include programs like business incubation, (vii) link directly with major private employers, and (viii) implement evaluations to compare employment impact with participants and non-participants.
