Bio

Dr. Fretwell is a founding member and past president of IVETA. His primary area of experience and education is on a broad spectrum (i.e., governance, administration, finance, delivery, evaluation) of workforce development policies and programs. His focus is on labor/employment and education/training policy and program development at the local levels in Canada, State/National in the US, along with extensive international experience at all levels. Dr. Fretwell has completed short-term assignments in over 150 countries in all regions of the world, and long-term residential assignments in Canada, USA, Hungary, Italy/EU, Kenya, and Saudi Arabia. He has worked with a wide range of bilateral and multilateral agencies (i.e., ADB, DFID, ILO, IADB, USAID, CIDA, SIDA, GTZ, EU, USAID, AUSAID, USMCC, African Development Bank, UNIDO, UNESCO, UNIVOC, etc.). Dr. Fretwell is currently the Chief Executive Officer of “Scarcliffe Associates”, a private consulting firm established in 2005 following his retirement as the Lead Employment and Specialist at the World Bank. He, He has a Ph.D. M.Ed., B.Ed. in industrial training and business administration from US and Canadian Universities. He has citizenship rights in Canada, USA, and UK
