Dr. Irina Rader


Bio

Before accepting the ASVAB Career Exploration Program (CEP) National Program Manager position, Dr. Irina Rader served as the Department of Defense (DoD) Memorandum of Understanding (MOU) Program Manager at the Defense Activity for Non-Traditional Education Support (DANTES) at the Defense Human Resource Activity (DHRA), ensuring uniformity in tuition rates as specified in the DoD MOU. DoD MOU Voluntary Education Partnership MOU serves as the DoD MOU authoritative source for Tuition Assistance (TA) eligible programs, associated tuition rates and fees, and policy-related information.

Prior to that, Dr. Rader served as the Program Manager at the Army Credentialing and Continuing Education Services for Soldiers (ACCESS) at Army University, U.S. Army Training and Doctrine Command (TRADOC). Her primary responsibilities were to lead the Army Personnel Testing, Basic Skills Education, and Voluntary Education Marketing Programs.

Also, Dr. Rader served as the U.S. Army Education Services Officer, Education Services Specialist, and Guidance Counselor in the continental (CONUS) and outside the continental U.S. (OCONUS), providing education assistance and guidance to Servicemembers and their families on 14 different Army installations in six countries.

Higher Education and military culture have been inseparable parts of Dr. Rader’s professional career for over 27 years. In addition to the Army education position, Dr. Rader held administrative and academic appointments with the following Postsecondary Educational institutions: City Colleges of Chicago, Central Texas College, University of Maryland University College, Western Kentucky University, and Embry-Riddle Aeronautical University. In addition, Dr. Rader has worked with the Army, Navy, and Air Force military students throughout her career assignments.

Dr. Rader leads as an example by presenting excellent achievements in completing her Education. She holds a Bachelor’s degree with honors in Mathematics and School Psychology from Astrakhan State University, Russia; received her Master's Degree with distinction in Education with an emphasis in Physics from Astrakhan State University, Russia; and her second Master’s Degree with distinction in Management from Embry-Riddle Aeronautical University. Also, Dr. Rader earned her Doctoral Degree in Organizational Leadership from Western Kentucky University. In addition, Dr. Rader’s research interests remain in Education, which resulted in her dissertation research topic, “Life Factors Affecting U.S. Army Junior-Enlisted Soldiers in Reaching Their Educational Goals.”

Dr. Rader is an active member of the Honor Society of Phi Kappa Phi, the Honor Society of Sigma Alpha Pi, and the National Society of Leadership and Success. She received the Commander's Award for Civilian Service, numerous Achievement Medals, and other civilian performance awards. Also, Dr. Rader was selected as the Department of the Army Civilian of the Year. She is the Lean Six Sigma Green Belt holder. In addition, Dr. Rader is a Certified Career Advisor (CA) by the International Association of Career Advisors, LTD. As part of her volunteer activities, Dr. Rader is commissioned by the Governor of the Commonwealth of Kentucky as a Kentucky Colonel to recognize her service to others. This is the highest title of honor bestowed by the Governor.

Dr. Rader believes learning is a life-long endeavor and never stops finding reasons to learn and partake in life’s adventure. She knows you achieve any goal if you believe in yourself. As President Roosevelt said, “Keep your eyes on the stars and your feet on the ground.”
